A killer who murdered a young shop worker just two weeks after being freed from prison was driven psychotic by drugs, a review found.

Matthew Williams killed tragic Cerys Yemm , 22, at a B&B used to house ex-offenders in Argoed, South Wales, in November 2014.

The 34-year-old, who had served a jail term for attacking an ex-partner, died after being tasered by police on the night of the killing .

Healthcare Inspectorate Wales found he had been a drug user since the age of nine.
